0 population for new region

0 population for new region
I've been having this issue where when I create a new region in the map editor and pair it with the .cvp file. I made sure I had the cvp file correct, but every time after I cache the mod the new region has 0 population in cities and 1 in the capital. The state tab says that It has 13,000 people but there is no sign of anyone even in the woods. This is very weird because a 1million pop city should not have 1 person living in it. Any help would be nice thanks.

Well we tried -1 since that was the default in the scenario editor. Next we tried 3500000. (realized after that its some sort of ratio) Then I think we tried 3.5 with crazy pop growth results.
What we found odd was that -1 seemed to make the population work however the population only worked with what the cities had in them. In other words the population filter shows 0 pop in all non-city tiles. (Now assuming that the refpopulation fills in those)
Also it appears to act as a dead state with the wrong flag and is unplayable now.

here my experience:
the population numbers in the mapeditor are used like a starting weighting.
The refpopulation in the .cvp file is used to determine your regions starting population.
While caching the population will be distributed with the most weight to the biggest population numbers of your regions hexes.
Then the people migrate to other centers and even unbuild location (although very few).
In my new marsx2 mod i made only one capital hex populated with 20M people and set 200M in the .cvp.
In the game the region had almost 200M people and they were quit nice distributed by the game.
Just in case: i only use the mapeditor - i do not use the scenario editors
Maybe check the .cvp entries of other city states.

Found the fix!
So I made a direct copy of 1989 china and completely forgot to remove the grouping.
