Modding Default.Unit and all text disappears in game

I changed some numeric values in Default.unit, rebuilt the cache and all unit names as well as most facilities names were gone.
I read the file in to excel as a csv, made my changes and saved it as csv. Then I renamed it to default.unit and rebuilt the cache. My changes were there but the text was gone. Does anyone know what I might be doing wrong?

Excel is the problem.

It doesn't export .csv properly. If you open it with something like wordpad, you'll find it's added quotation marks around at least the first line.

right = &&Units
wrong = "&&Units"

THANK YOU!! You have sazved my sanity. It works now. Strangely, SOME facilities still showed properly before but whatever.

if you like to use a spreadsheet calculator like excel (and i strongly suggest to use such a program for editing the units file) try the free opensource software:
https://www.libreoffice.org/

lets you export to a csv file that can be read by the game without any problems (used it to build my mods)
and for small final edits or textdiff something like notepad++ or pspad (pspad which i used is also freeware)
