I try to change the starting population of a little country so it will be bigger in population than China by editing the SR1936.cvp
I tried manually editing it from notepad and OpenOffice.
I tried copying the population from China,USA and Germany with notepad and OpenOffice.
Nothing worked, the issue is always the same. While caching, the game freezes as intended but after it gets back to the main menu no cache was created.
The game is in C:\Games\Steam folder. I have UAC disabled and ran as administratoralso. What can be the issue?
What do I have to change in order to have for let's say Romania a starting population of 500,000,000 people or 1 billion people? Please help.

LE: I found a saved game called CACHE-SR1936, it's with the edited country but I am with totally another one
) How can I change the country during game or how do I rectify this?
