In the default.unit file there's the IGCost and URCost.
what do they mean?

A wild guess, but industry good cost and uranium cost to build that specific unit/building?

I do not know if what it typed is true, but Industrial Goods are made up of Petroleum/Ore etc. There is a formula on these forums somewhere which shows this. I do not remember the numbers but an example would be;
Industrial Goods = Metal Ore and Petroleum and Electricity and Coal
Consumer Goods - Petroleum and Metal Ore and Electricity and Industrial Goods
Military Goods = Petroleum and Electricity and Industrial Goods and Metal Ore and Rubber
Each item is a combination of resources... it is possible that is what it represents

Yes, as noted, these are the "costs" associated with building a unit or facility:
- "Cost" - dollar cost to build the unit
- IG Cost - Industrial Goods required (generally only for facilities)
- Weight - This is the Military goods required (in tonnes) - both units and facilities
- UR Cost - Uranium cost. Common for nuclear weapons
As well, when a unit or facilities is deployed / comes online, these two additional resources are used:
- Ammo - Military goods fills up the ammo capacity of the unit
- Fuel - Petroleum fills up the fuel capacity of the unit.
Both Military and Industrial goods are a combination of items (coal, petrol, ore, rubber), so all those items are included by way of those resources. I don't have the exact numbers off the top of my head - for modders, they are set in the WMDATA file or the Equipment list under the facilities inputs. They are also adjusted by technologies.
