How to mod the government relations?

As per topic, I would like to refine the government relations by countries because not all relations are reciprocal and also not all countries under the same sphere have mutual full friendly relations.

For example, the South Koreans still have their reservation against Japanese for their role in World War 2 as well as some territorial disputes between them despite both under blue sphere by being a US ally.

The same goes to Israel and Saudi Arabia, whom do not have diplomatic relations between themselves and yet being under blue sphere as an US ally which the game has done it correctly.


However, China and Israel relations are not hostile at all and even they have military cooperation among themselves despite the threat of Soviet Union has long gone.https://en.wikipedia.org/wiki/China%E2% ... _relations
