Last night, i was playing as Japan. Cold war start.
I moved all my sea units into the sea of japan. Roughly 100 ships, mix of capital, patrol, sub, escort.
Started a war with DPRK and USSR.
Set AI to maximze unit deployment, max readiness, and offensive and defensive military.
Put all ships under AI control.
Immediately I annihilated all their ships in the sea of japan as expected.
However, over the course of a month, all the ships dispersed to the north, east, and south.
After two months or so, no ships remained in the sea of Japan.
So eventually the DPRK and USSR regained control of this area. My AI minister did not send any ships into the sea of Japan.
I set the battlezone priority for the Sea of Japan battlezone to be highest priority.
Still no ships went into the sea of Japan.
The Sea of Japan battlezone has no land tiles. Does battlezone priority not work for sea units?
Solving it manually is simple, but annoying.
I've just been manually selecting a bunch of random ships in the pacific and moving them to the Sea of Japan every once in a while.
They go there as instructed but slowly will disperse away from it over time, requiring another manual intervention every few months.
Also note, there are multiple shipyards and naval bases in the sea of japan.
Anyone seen behaviour like this, where the AI minister will not send ships ships into a certain region?
Anyone have a suggestion for remedying this?

I would like to add that it'd be great if the AI used flotillas instead of just scattering their naval units randomly as is on. That would be more realistic and challenging - win win.

Agreed with ships operating as units or flotillas, but as to the actual issue. Have you tried designating any hotspots to see how it affects minister deployments?
