Actually, what that note in the changelog was referring to was the parent nation selling stocks that their colonies send them. Malaysia sending England their rubber stocks only to have England hoard everything. So no, colonies do not sell their own stocks. They do indeed sell to World Market. Now the question I have is, what criteria is used to determine "surplus/excess"?

I agree that colony controls would be useful though, but unfortunately if it's only useful for the player, then AI colonies will continue to go bankrupt just like now. I want to see that improved more, and then additional colony controls for the player would just be the cherry on top. lol
