They do indeed sell to World Market. Now the question I have is, what criteria is used to determine "surplus/excess"?
Actually, what that note in the changelog was referring to was the parent nation selling stocks that their colonies send them. Malaysia sending England their rubber stocks only to have England hoard everything. So no, colonies do not sell their own stocks. Ever.

I agree that colony controls would be useful though, but unfortunately if it's only useful for the player, then AI colonies will continue to go bankrupt just like now. I want to see that improved more, and then additional colony controls for the player would just be the cherry on top. lol

For now I think it may be easier to just have colonies pass on their surplus at the production cost in the parent country. That would at least give a working solution until something else could be worked out.

Then I am back to a previous post I made in this thread. Why do colonies show up on the World Market tab as selling stuff?

Ah. Yes. That had confused me at first too, but when you really dig into it you'll find that it matches exactly what they're sending to you. Their trades are setup differently than normal ones where they are automatic gifts, but they still register as exports in that world market tab as if they had sold them. I believe it's helpful to see how much they are actively contributing to their parent country. But unless something has been changed recently in regard to this, then I am 100% certain on this point.

All right then, I postulated in a previous post, this thread, the goods they send to parent are being calculated into the World Market as exports. Good to have confirmation.

When I am on vacation and miss updates and such it really throws me for a curve down the road. Especially since my vacations usually last anywhere from 6 weeks to 6 months. A lot to catch up on at some point.

Yeah, it's been nearly 10 months since I'd played last. I remember at the time I was waiting for an update for a few things, and that's about the time things slowed down so I just kept waiting. lol. I happened to notice the updates that had been coming out these last week or 2 and got excited to play again. But I definitely understand having to shake off the rust to get back into the flow of things. I love all the updates they've been releasing though!
