How to create a new government type?

I know there are only 5 govtype in this game(Democracy, Monarchy, Communism, Dictatorship,Theocracy).But I want to create a new govtype（just like one-party democracy in SP2）for those country which carry out socialist market economic system such as China. Although they are communism countries but they also have some similar characteristic with Democracy. So in World 2020 scenario it's not very suitable that regard those 4 Socialism countries as "Communism". But I really don't know how to do this.
