Minister reserve

Anyone know how I can stop the minister from reserving the forces that I delegate to him? I am playing India currently and am manually fending off NATO in the west, but I'm using the minister to control my forces in the east so I can concentrate on one front at a time. I gave him like 156 units but he takes them and reserves like 1/4 right at the get go. Can I change this? Any help appreciated!

Set your eastern Battle Zones to Military Priority High. That should keep forces active and in the east. You can also set Battle Zones in the interior to Military Priority None, if you wish to remove forces from non threatened regions. Keep in mind, the Minister will only use forces it deems necessary to fulfill the mission. It is possible, 156 is too many units for what it needs.

Yes my forces countered the threat once it could buildup its forces. I set military offense and priority high.
