Who is the sphere leader after sphere leader is defeated?

so, how do we know which region becomes the sphere leader after the sphere leader is defeated?
In my game, Germany was defeated as Axis sphere leader but axis sphere still exist. There are 20 regions marked as axis aligned but i do not get it who is the leader??

I think it's just a grey area, the Sphere still exists without anyone to lead it...

In the cvp file you can set the strength of the sphere for each region. US for example has 1.0 UK 0.75, so UK becomes sphere 'leader' if thats the highest.

Then after you capture UK and then France then soon every1 will go red sphere.
