Jolly, they don't need to declare war, all they need to do is send their army and fight proxy, that's the entire reason the proxy system is there... Just because they don't officially declare war doesn't mean that they are fighting a war with you against your enemy. In many ways it's actually better that they don't declare war, they can send their entire military without risk of being invaded, and they don't take land for themselves, they only help you...

You are right! Real world countries generally hates money. Money definitely can not buy influence or favourable relations in real world
