Possible bug regarding State Dept. Espionage spending menu in SRU Sandbox-cold war.

Hi,

I am just curious if anyone else has noticed that if you play some countries in the sandbox cold war scenario, you cannot spend anything on espionage in the state dept. menu. I believe nearly all of the middle eastern countries have no access in my games to state dept. spending, as well as mexico. I have not tried every country and some countries are fine. Thank you.

Edit:Can some one with more powers move this over to the issues sub thread? I did not see this before.
