"negotiate" button when nautral region violates my airspace

when we have the message:"Territorial Incursion!" (defaul.newsitems #127) we can choose the button "negotiate", but what can we negotiate?
I think that we need something like ultimatum option....

I'm all four's for more diploptions. Negotiate in this case I think only means the option to give the intruder air transition rights Which never happened in real life. Incursions don't precede air transition rights. They happen because there's no chance for air transition rights.

What really irks me, is that I don't get any justification for war, when for example USA violates my air space for decades. And I mean several times per month, and usually with some super high altitude planes I can't even shoot down. How about 1% war justification per airspace violation, and after 100 I could choose to declare war without repercussions?

Got very same problem when playing Mexico. On the other hand, when I recon their borders with planes, they get CB.

Does CB not increase only with high-altitude planes? Because I had Germany violate my borders in 1936 quite a lot and my CB towards them sure increased.

Never had high altitude recons . I play with small regions most of the time.

It does ramp up AI countries against one another. I've seen Germany get DoW'd by both Netherlands and Belgium for air violations.
