Idea to save USSR(AI) in the winter after Barbarossa

2 types of units flooded the defences when the winter come was Miitia with no training and nearly no equopment and later on the Siberian troops that was not needed by the separate nonagression treaty between USSR and Japan. Historicly that is. Why not creat events that give ready build units in every population centers every week. Some units ever time and some 10 hexes deep in from the areas that Germany with allies has reach inside the border. When the winter come maybee an increase influx of these very week units. And in december some Sibirien type troops (type defined after historic toe).
As the AI dont increase the land production (maybee fixed, but last I checked is just 7 vs Ge 26) this might give the Russian front some bite for the attacker and being closer to the huge increase of the USSR army that actually occured historicly.
IRL the losses endured up to the mud season was almost as high as the standing strenght at the start of Barbarossa(Germans attack on Russia in jun-41) and by the shift to 1942 the Russian army was bigger than originally. Can specify with source links if needed.

Both the AI Japan and USSR have severe balance issues even when playing on very hard. With Japan, China steamrolls over Manchuria and Korea without much resistance. With the USSR vs a German player, the AI loses too much of its land forces and air early on and can't replace the losses.

Both problems are old issues and were ported over from 1936, so I don't hold out much hope for a fix.
