Issue: North American conflicts in Shattered World

Unlike SR2020, apparently all the US states and Canadian provinces get along swimmingly (which sort of negates the background story in SR2020). They are all "Blue sphere countries and quickly form alliances, etc.

The result is there are no conflicts at all in the former US/Canada.

Recommendation: Mix up Red/Blue sphere countries in former US/Canada to encourage AI wars.
