Not being a programmer, or developer, but, making use of two features.

A front line could be declared to be 'Battle Zones' making use of the Battle Zone overly.

And one thing that would work, that would not be cheating, is a 'tile flip' checker. SOmething on the line of

if == atwar {
if == shared_border
if == {zone_hex_supply >=.01 {
{deply zone_airfields recon_aircraft
{if hostile; deploy_barrecks
{ else reserve

Granted, alot more complicated, as long as zone_hex_supply >=.01 no deployment, if deployment drops to 0, recon aircraft (which naturally would have to include an airfield, otherwise, no flights) if recon find enemies, deploy the zone barracks.

you could go another step further if zone A deploys and starts fighting, zone B (which is next door) deploys it's reserves as a ready reserve

of course, not a programmer or developer, so, it's probably going to be a bit more complicated

While I can see the logic of what you are saying, I think it would be better for us to teach those regions to spend more than teaching them to earn less. There were discussions recently about trying to accelerate AI research. Such a change would put the income from sold units to good use.

What about the unit research in which the AI is just awfull?

just give them research slots (either prebuild research facilities on map or teach them to build more) and enough funds - and ai is able to stay on par with research like a human player...
