You can't create new cities in game. I believe you can mod it, however.

You can add a city hex through modding with the name you choose but you can't give it population, it will have the population that was previously present on that hex before modding.
EDIT: also, you can't edit/mod MAP in terms or resources and type of terrain, or single hex loyalty.

There is also a modding wiki page, but you'll have to forage your way through it for good information. A lot of the modding info is relevant, but listed under previous SR titles.

Seems like being able to edit the map (population, resources, etc.) would be a pretty important part of any mod. If this ability wasn't included in the game as is, maybe the developers can tell us how that data is stored in the game and then maybe we can use deeper modding methods, such as in-game memory editing, to try and effect those changes.
