Known Technologies per Region

Is it possible to edit known technologies per region, especially for Minor nations? If yes, which file is it? Thanks in advance.

I found out that in the .CPV file every region has a line "&&REGIONTECHS" where you specify what techs are known to that country and "&&REGIONUNITDESIGNS" where you specify which unit designs are know to that country
