Takes a region that is 'not alive' and makes them alive. They must get territory by day end or they will not stay alive. (Via BZ or Hex ownership transfer).
If Capital not set, then prior or largest city used.

Combining the event #45 and #2, I can start a war in a nation with low DAR. I mean, as happened in Libya a few years ago, where the war began in the east in the region of Cyrenaica.

type 2 event uses the ID of your type 45 event as eventconditional, dbregion is aggressor, otherdbregion is target region
Then the aggressor will DoW on the target when target region DAR is < 20%
Oh, if you want to it to happen "when" they are at 20%, you need to make it persistent. Else it will only happen "if" it is 20% on the day of the event.
