I am just starting to play the game after a long break, i have never really gotten much in to it but i am trying out the 1936 german scenario.
I am trying to use the german paratroopers but whatever i do they are not airlifted.

Try parking them at the airport with the air transport 
then right click on the hex select paratroopers you want loaded (can hold CTRL key to select more then one unit) right click on a selected unit(s) choose 'load into' command select air transport from the list.
That will load all selected unit(s) into transport. Transport unit needs to have enough cargo capacity to carry paratrooper's unit's weight or they won't be loaded. Only transports that are on the SAME HEX will show up on the list when choosing 'load into' command.
In order to paradrop units from loaded transport, right click on a transport, choose 'unload' command and then click on the target hex.
