ai researching military techs?

Kinda continueing viewtopic.php?f=72&t=32178 topic. The whole unit and military department got pretty low importance to the ai, if you watch research for example. In 1 game US is at war for 10 years with Mexico and Cuba, got 78 research centers, but only 6 working, with more then 20 possible military techs to research. It seems it only research military techs if there is actually a possible design 'in sight.
I wouldnt mind the SR2020 thing where they see what units it will get 3-4 techs ahead (in the unit research screen) with maybe a roll over what techs you will need for the player. If its a problem for US, its more of a problem for everyone else who got less designs. Im fine with not researching the military department at peace, but in war all resources should go to staying alive or completing your goal. Also if you got the money, most goverments tend to spend it.

The way it works now, most military techs with bonuses are kinda ignored by the ai. How many research centers they build depends on how many designs they can research at the start. I know Zuikaku asked for more designs to be researched, but yeah its to important now. Lock US from research department and they wont build any new ones. Else you can expect 100+ research centers. And its not just US im talking about. In all these issues money seems to be the answer? If it actually mathered if you deploy a tank devision, dont you think thats the way forward? Like no one confirmed unit maintenance being main factor for gdp/c growth, so still waiting on that, im fine with that tho, but money needs to play a more important role into next generation.
