From the 2 save games you've provided, I cannot see any issue with the populations. It's hard to track exactly whats happening to the original US population once it owns half of India because their populations are now integrated. People could have migrated to India, so once the land is released they are now part of India. With the time span between the 2 save games you've given me and the population changes, everything appears to be in acceptable ranges. I also don't see the issue of USA's capital losing population.
