No way to stop my minister from building things?

I can't seem to stop my ministers from building military fabrication buildings and other, industrial buildings automatically. Is there a permission button that I'm missing?

It's one of the minister priorities. Been discussed before. tried searching the forums?

First to look at:
Finance Department => Cabinet => there are four possible locks you can enable Social Spending, Taxation, Debt and Autorepair/Construction. The last one (a small black wrench on yellow ground icon) is your option to go with.

Possible downside is you have to repair conquered facilities manually but i have never seen AI repairing anything captured despite complexes and towns anyway. So i do not know if autorepair even works. And repairing everything as soon as you have captured it really is a bad idea eating up your money and industrial goods really fast.

second option:
Defense Department => Cabinet => Custom cabinet => disable Military growth if it is enabled.
