City density does not follow population density: there are regions crowded with small cities while large population in other places leaves "in the open".
For example, USA has 1100 cities while China has only 600.. This hurts game because regions with fewer cities have less fortified positions and produce less urban electricity, while regions with lot of cities have higher repair cost in case of war damage and as population rises cities are upgraded with cost. Regions without many cities don't pay for bigger cities to their population increase.
