Ok so this is what happened. Saw it a cpl of times but heres an example. Im killing Israel who took over Egypt and Turkey at some point, but now troops from Egypt are in my territory, even after i got rid off Israel theres still a special forces unit and an aa unit in my territory. Same with partisans in Turkey.
Maybe it got something to do with the puppets they start off with.
