If you click on a nation, the diplomacy screen with your leader's picture on it, go to the bottom you can mouseover and see who they are at war with/who they are allied to.
If there are more than 5-6 in the list the new popup window has a scrollbar. But if you take your mouse off the initial little icon (example, wars) then the new popup showing all their wars goes away.
Scrollbar is just a tease. =)
