Insurgency (Nation) & Encourage Independence (Colony)

Hi BG,

I can easily see players can manipulate these options there in the UI.

But if a player funds for insurgency in a nation or encourage independence in a colony, I do not see any effect except the military and to some extent, domestic approval rating gets a hit.

May I know is this a feature or a bug?
