With the version released today we have released our Localizations/Translations in BETA form as requested by many of our players.
The following languages are supported:
- German
- French
- Spanish
You can change the default language in the Game Options screen under the "Files" section.
As noted, the translations are still in BETA form, and include a number of machine-translated elements. There are also some elements (such as region names) that are still in English, and other elements (such as Campaign descriptions) that will show as blank. Additionally, there will be GUI issues (text that overflows its field or panel) and maybe even other oddities.
If you have suggestions for fixes in translations please feel free to post them here (text or screenshots) and we'll incorporate them into future updates.

I will do all my possible to help with French translation, but my free time will soon be taken by school (**** school)
I think we need to specify task, like who is going to translate Scenario descriptions or Country names.
This would speed up things, also, chrisahl talked about a Google Doc file, I'm waiting for this file to be published for releasing my translations. For the moment I'm going to focus on Scenario name & descriptions, Country Names and Basics orders.

Does the game itself capable of displaying characters and strings in Unicode?
If that is the case, then it has the capability to be localized into Asian languages like Japanese, Chinese or Korean.

Asian countries use "double byte" characters. SR does not support double byte.

I do not know how much effort it would take to make the game capable of displaying logograms but unless it is quite a bit it sounds like it would be worthwhile as places like east Asia makes up a huge potential market.
China, Japan and the Republic of Korea make up something like 1.5 billion people and yes while you definitely cannot say it is nearly 5 times as good as the US based on the population being nearly 5 times as large (culture and GDP/c plays in amongst others) I would still say there is good potential.
As for translations I would honestly suggest making say a github repository and uploading all the game text for people to mess around with translating.
If you make it easy for people to do your work for you it might not be necessary to ever do translations again. If there is any real demand for a language you can expect there to be enough people around for a translation to appear.
Should someone ask for a language not covered it is still better to point them at a fan translation than saying it might happen sometime in the future.
Games like OpenTTD has managed to get more than 50 supported languages through fan translations and to pick a commercial game for comparison planetbase has more than doubled their supported languages (going from 5 to around 10-12) by adding support for translation mods through the steam workshop.
I know ultimately it is about cost-benefit as much as we hate to admit it. I have dealt with software development before. To me it just feels like there is a big untapped potential here. Even if supporting logograms is too much I would suspect allowing fans to translate to languages like Russian (support for the cyrillic alphabet is possible, right?), Italian, Portuguese, dutch etc. would very much be worth it.
If you get a really good fan translation you can always adopt it as an official translation. Most modders/translators would not mind that especially if you give credit. This is also something several commercial games have done.
