Colonies are trying to build military facilities on their own
On my current game as Brazil I've suddenly noticed that I had more military fabrication facilities than I remembered having. Went to track them over, and alas, Argentina, who I had made into a colony had tried to make a bunch of fabrication facilities into empty ground, which in turn created a military complex there, which immediately transferred the ownership of that hex to me. And then they repeated it, I guess because they still had zero military fabrication facilities.

You sure your minister is not set on Military growth or something? As he will build them wherever the same thing happens to me when playing as the UK in India. And that was down to the minister.
