Rules Clarification: transiting neutral land areas

A minor clarification for 'Ultimate' & SR-1936 would be appreciated, regarding neutral transit for a country at peace with the neutral
country, but needing delivery of Units.

SR-1936 Example: Italy has declared war on Ethiopia (Abyssinia) at the beginning of the game. Adjacent land areas of Djibouti (French)
and Hargeysa / British Somaliland, are neutral with both Italy and Ethiopia.

A third party - say Japan, because historically Japan joined the European embargoes against Italy, transfers military Units to Ethiopia.

Can those units transit Neutral adjoining states, en-route to Ethiopian controlled territory? (Djibouti & Hargeysa).

To clarify, I am only referring to "Ethiopian" units acquired (sold) in other regions, but are now Ethiopian (either Land or Air).

Along similar lines, weapons and people were funneled thru Argentina to Paraguay in the Grand Chaco War, mid-30s.

Ultimate Example: 1960s, North Vietnam sent military equipment thru the port of Sianoukville, Cambodia en-route to Laos,
supporting the war against South Vietnam & US forces there. Cambodia was neutral; both officially with North Vietnam and South Vietnam.

Comment.

There are several other example of this that could be used within both SR-36 and Ultimate, but these should serve.

Historically, this was a common practice in delivering equipment and units to "inland", land-locked countries.

Should this not be achievable in Supreme Leader, as long as an adjoining region is Neutral in the conflict, and there is an available port or airfield available [with or without a Air Transit Treaty or Land Transit Treaty in effect, between the country at-war and it's neutral adjoining neighbor (British Somaliland, etc.).....
even when there is no Land or Air Transit treaty between the shipping country and the adjoining Neutral (whose land becomes the conduit for units moving thru).

it would be nice, but never solved.
the AI is buying units as long the price is ok and can never bring them home.
its nearly (absolute - on higher difficulty) impossible to become an transit treaty with all country's on the way (ex Europa)
