BUG (?) 8.0.28: Czech Crisis not firing

Just played a game as Japan and a short one as USA. In both, the Czech events (Sudatenland, etc) did not fire. Czechoslovakia is still a country as the war starts.

I've never gotten this event to Fire as Germany. I thought it wasn't implemented yet and still being worked on.
