Try different ones 1st like Free Trade the Criminal Extradition then etc....
Sometimes I offer one set and its red but add in another it turns neutral add another it turns red, delete it and add another it stays neutral or even turns green.
When its neutral , you can offer money till it turns green which is usually a cheaper route. I usually just see what they counter with and its reasonable I will agree.
