Missing Netherlands Aircraft Fabrication sites

The Netherlands enters the game without Aircraft Fabrication sites.

Two firms were active in the mid-30s:
* FOKKER - Rotterdam (MilCom at 843 144)
* KOOLHOVEN - Amsterdam

This also creates a need for a Military Complex in the immediate area of Amsterdam; in addition, because vehicles were also built
in Amsterdam (Land Fabrication site). North of Amsterdam is a mixed-land/water hex (H846 Y141), otherwise nearby towns make it
rather crowded!
