Italian AI tries to land without having a port

Hi,

in my current game as Germany (started with 8.0.17) my brave Italian allies DOW'ed the UK and keep trying to land units in England (with merchant ships) without having taken any port - basically they keep getting slaughtered. Not sure if they did manage to get a port at one point in time (was busy racing towards Paris). Looks like a bug to me or a missing check if any port is available before sending those units.
