France - Tech - OOB - P107 HT Infantry design

France has a Technology conflict, with both existing unit order-of-battle and technology.
* the P107 Half-Track Infantry is in the inventory of units (IOC, 1934);

* Under Technology to Research / Army....the P107 HT Infantry unit appears.....in addition,
it has a red highlighted Pre-Req: Land Force Improvements.

While the P107 was not an overly reliable half-track....anymore than the first-generation German HTs,
it did provide the French army with a new mobile ability, not generally available.

France needs to have added the Land Force improvements, or it needs to be "de-linked" with half-track designs....
or, maybe move the Land Force Improvement to a different year and involve certain other ideas (one might suggest
something like 1943).

Need to resolve this.
