How to prevent the minister from building military buildings

In my game, he just keeps building land production facilities..
1) at a time where I prefer to buildup economy first
2) at locations I don't want land production facilities

some way I can tell him to NOT to build those?

turn off Defense Minister priorities. It's one of those that is making the AI build facilities.

Wouldn't it also work to click the padlock icon on his minister page to lock him out of doing anything? (That's my normal 1st-turn exercise in all SR games and I haven't had this problem.)

Some functions don't have a padlock associated. Building facilities is one of them since originally it was an "opt in" setting. I'm looking into why we're now defaulting those on...

In the German scenario it appears that the minister has the military priority on from the beginning of the game. You need to deselect it to have him stop to build the military buildings.
