Debt warning indicator displayed incorrectly.

When selecting a country in debt within finance department the debt warning indicator is incorrectly shown next to the treasury, even though I'm not in any debt.
Below show's the following message upon clicking Australia.

Inside my own region the message is not displayed.

k, I need a bit more on this. I don't see where this is or what situation you created to show it. Bigger screenshot please.

I'm playing Russia and have clicked on Australia, the message you see is under the Finance tab.

I think it shows up because Australia is in debt thus if I was playing Australia the message would be valid. I don't think the message should be displayed at all upon clicking a country that isn't your own.

I'm happy to try and further explain if anything is unclear?

Had to cut the screen shot down due to file size limit :( It's somewhat bigger though.
