Random tool tip pop up any time you choose a statedepartment sub department.

Might be one of those random graphical glitches/placeholder deals but none the less.

Target a nation thats not your own.
Go to state department.
Clickon actions against. The "phantom" menu will appear and stay up til you click a different sub department.
If you can't recreate it like that I'll make you a GD video

k, had to increase my screen resolution to see it.

Ya i edited my last post thinking right afterwards that on a lower resolution its probably popping up OFF screen so you wouldn't see it lol
