Investing in Cultural Subsidy should decrease the non-loyalty penalties, so that way annexing can be a strategic option and Cultural Subsidy won't be there only for DAR or Migration effects like the rest of the Social-Spending sectors.

Easier said then done isnt it? Now its a strategic option to annex, liberate or colonise. Since the demand doesnt rly increase, annex is still viable, wether you select the option or not.
Too much hassle, let them first understand the option and fix whats broken.
