Map editor need feature a faster and more convenient setting region borders.
For example:
Select borders, select hexes(single group), select region(block, owner, loyalty) and paint it.

You can already do this by painting "info set". Right click to eye dropper, left click to place. You can do this with terrain off or on.
Pairing of info set and terrain is critical if you want to do filling of large areas, the fill requires a change in terrain, but if you have info set turned on it will change both at once.
