I would like to launch a very long campaign: 1936 -2050+

However, the resource map of 1936 is (while realistically for that time) completely unsuitable for 1950+ years, because some resources are not on the map.

An example: Norway's Northern Sea oil platforms. In 2020 there is oil in those waters. In 1936 there is no oil. Hence, a Norway player would not be able to build oil platforms there even in 2020.

what would be a cool feature that there was an option to do ocean expeditions to find the oil in the sea, like a tech you research that reveals its existence.

This probably isn't very hard to do, given that the program just accesses the map it is directed to in the scenario file.

I didn't try but if you change map files, it can be possible :)

In theory a mod that uses the 2020 MAP file would be possible, but there are a number of other changes involved in the map file, in particular the countries and borders. City names and populations are another element that would be ahistorical.

Another way to tackle this is to use scripted events to add or "discover" the new resources, the only issue is that you need one event for every hex that is being changed. Not that hard if you do a bit of cut and paste in a text editor or spreadsheet, but you still need to specify all the X/Y locations individually.
