I wish you could help nations by lending them money. Like today I offered 500M $ to a country that hade 10M $ cash, and a repay time of 90 days at a total of 300M$ but they always reject.

You can support them by giving them money.

Cash-strapped countries would likely burn through the money too quickly to be able to repay in such a short time frame.

I find it is a good idea to enable debt in the options before starting a game. Otherwise the world economy is just too weak for the game to be much fun.

You actually can create a loan by giving a lump sum and asking for recurring payments in return.
