When I have mutual defence agreement with let's say U.K. and a country for example Mexico declares war on me and currently U.K won't declare war on Mexico, instead send some units to help me. Which defeats the purpose of a Mutual Defense. If someone declares war on my region, my partners in Mutual Defense should declare war on them too. I have seen this happen very very rarely.
This needs to be improved. I can get away with attacking North Korea, even when N.K and China have Mutual Defense/Formal Alliance.

In case when they don't have CB against the aggressor, they don't declare war. They only send units to assist and fight in proxy war. If they have high enough CB, than they will declare war.
