Annex colonies.
Under the severe actions tab in the state department there needs to be an options to annex alongside the liberate tab when a colony is selected.
And depending on your relations with the colony and how well off your own dar, and mar are depends on if they will peacefully annex, or for it to cause a civil war and you have to fight them.

Is there a historical precedent for this? This was considered before and the decision was that this was an unrealistic action for which we could not apply the proper consequences to a player who does this.

Hawaii which actually was closer to a colony than a part of the U.S. at the start of the game. (Hawaii didn't become a state til 1959 and prior to that it was annexed as a territory against the wishes of the people) Its also a great example of loyalty changeBalthagor wrote:Is there a historical precedent for this? Sure there was a referendum but the choices were join us or stay a colony lol. (puerto rico continues to this day to choose territorial status rather than to become a state)

Having the colony decide to join you is different than you choosing to annex it.
We could set a conditional event for the US player that after day x if values y and z between US and Hawaii > a, send offer to merge Hawaii as a scripted event. We could then trigger the proper relation changes for this action as follow up events. But that's a lot of work each time we want to do these.

It depends on if this effect shall imidiate or not, often it has severe long term consequenses, like Algeria, that was considered an integral part of France. France overall is a good example of a post-WWII which wanted hold on to it's colonies and exert control overthem, much due to Charles de Gaulle among other. Also why there is little examples where there becomes direct civil wars from annexing colonies is because people usually know that if they annex that colony it will revolt AND the annexed colony sparks an "War of Independence" in resopnse while their opposition views it as an Civil War. Another example is Tibet, which atleast by China was considered a part of it and not independent, which it had not been able to control due to civil strive and war in heartland of China.Balthagor wrote:

Actually congress is likely to ignore them given the circumstances of the vote.. How so? The decision to annex it was prior to it being a territory.. the vote was just held off til it passed. Just like Puerto rico continues to have votes on the matter and will til it actually passes(by a majority)... and becomes a state. Sure it takes time for loyalty to change in order to get the votes but its not like there was really ever another option. History aside, I think that player needs greater freedom in deciding wheather he wants to annex colony, set them free, colonize other regions or make the puppet states (are we supreme rulers or not?). And, ofcourse, everything should have it's pros and cons.
Annexing any country should result in diplomatic penalties, significant drop of DAR (especially if playing democracy) and potential rebellion/guerilla activity in non loyal hexes (which is usually the annexed region). Thatway, annexing woul'd not be a very good idea, it should be expensive, but it should also be possible if player really wants to do this and get resources, territory or just workforce.
And also, situations when countries like Belgium or Liberia annex major part of the continent in 6 month blitzkrieg would become very, very rare if possible at all (if you look at AARs, youll see that now these situations are rule and not exception).

I know...development is near to zero, but I would like merge 2 or more (better if neighbors) colonies and maybe also rename it as long as it remains a colony; example...how we can see in SR1936 with "Italian East Africa" colony.

There is another example that you left out. Newfoundland and the British West Indies, Suriname and Dutch New Guinea and Portugesse Cape Verda. In all cases many of the people either wanted to remain a colony, join the mother country or join there neighbor but were forced or coerced to do something completely different.
