I wish we could choose general strategy for the whole army.

There are many options for each unit and it's impossible to configure them during battle.
A QG screen could be nice, where you could see the same option than for just one unit but applied to all (rule of engagement,supply, targets etc)

The new "Units" screen (hotkey U) does provide some of this ability. Rules of engagement can be changed in the lower half of that screen for selected units. The other option is when multiple units are selected, right click the destination and chose advanced orders. Whatever orders you give will affect the entire group.

Once "Ops" is fully implemented, then that will also add some of what you are hoping for in that you will be able to assign military objectives to the AI.
