Add Monaco and Liechtenstein to SR1936

I know they are just very small nations, but still they can do, about same way for Gibraltar's nation. Just give them nations in SR1936 for next patch/update, thanks :P

I see it mays impossible to conquer the Channel Islands in Northern France:

Guernesey and Jersey since they have no port in SR1936, normally they should to have small ports..

The problem with missing small nation is not that the devs are ignorant of their existance, or that they are too small. The problem is the engine limit of 255 (or some number close to this) nations per map. When they hit that target, it comes to decision which "small" country was less important for certain scenario and that one gets "eliminated"...

But what with the Channel Islands in Northern France? Can they add small port both?
