Just an obs from playing almost 700 hours of this game.
--Commodity shortages. Once you go conquering and annexing, you suddenly run out of oil, IGs, food, everything. Why?
--Answer: Captured territories give less than home territory. 50% (?) I believe, less production, before supply, et al, is applied.
However...this doesn't apply to the population's demands.
Example: I'm playing the USA and capture/annex China. USA has a population of 200M; China's pop is 500M. All of the USA's production facilities are at 100%, but the captured Chinese ones only produce 50%. The 500M Chinese, however, still demand the same goods (oil, for example) as the USA's 200M population does. Effectively, this means the demand will immediately skyrocket to the point that the USA--even by maxing out all the Oil facilities available, cannot meet the demand of the liberated Chinese.
--Ultimately, if you try to conquer the world, there isn't enough resources (with a 50% detriment) to meet everyone's needs.
For players--this means that conquering the world is not really a great idea as it will lead to ultimate economic collapse.
For the AI--this means, as we often see with Italy and Germany (and sometimes the USSR) that their military forces come to a screeching halt as they run out of oil.
Solution: Remove the 50% penalty for captured territory.

In my next game as Lithuania I plan to annex Memel, Latvia, Estonia and Danzig. If they all will only produce 50%, I will be done for.
I doubt the developers will do something about this, so, can this 50% pentalty be modded out? It really makes no sense, especially since developers can't create a multi-core system for hex'es. For example Memel territory should be loyal to three countries: Memel, Lithuania and Germany. Not just Germany as it is now. Lithuania controlled Memel almost through all the interwar period historically and there was absolutely no unrest. There was unrest when French controlled it for a short period.

Take a look at this:
Yugoslavia has no loyal hexes since BG made all the hexes loyal to it's after-WWII-republics-that-made-Socialist-Federative-Republic-of-Yugoslavia (Slovenia, Croatia, Bosnia and Herzegovina, Serbia, Montenegro, Kosovo, Macedonia). So when a player plays Yugoslavia, he starts with no loyal hexes and will never have loyal hexes. I find this wrong to say the least (if the penalties remain for non-loyal hexes).

Nice find.
However, not that I know anything about history of Yugoslavia, I don't imagine it was a very efficient state? The penalties for Yugoslavia would seem more appropriate than for for example, Scotland. Multiple loyalties for hexes could partially solve this problem.

Something analogous to HOI3s occupation policies would be nice, even if in a more simplified fashion. The reduced production makes sense, eg: Dutch, Czech, French armament factories were unlikely to be as efficient for their uninvited guests as they would have been at wartime peak production defending their homeland. However, so to is the populace of these occupied nations unlikely to enjoy the same standard of living as the populace of said guest. The Hamburgers are going to get more, erm, hamburgers, than the Parisians, Amsterdamians, etc.
Some relationship between production, unrest and consumption (to differentiate between the carrot and the stick, ie. work in the munitions factory and you'll have access to good food booze tobacco, etc, vs. Donald Duck's adventure in the munitions plant)
