Theater settings and minister's control of unit

I have a question: if i block minister's use of unit, theater and battlezone settings remains active or they require that minister control of unit is unlocked?

Without minister initiative, Theater/battlezone settings don't affect unit movement. Not sure if the AI looks at them for other purposes.
