Minister initiative vs Global ROE initiative

What is the difference between the two? Which overrides the other?

P.S. really sorry if this has been asked before but I couldn't find it.

I'm writing text for this for the next pass of the manual;
Initiative - This is the initiative for action by the unit such as it looking for a nearby position to entrench or defend. The Military Initiative of the Defense Minister will issue strategic orders to units where the actions taken by a unit will be more tactical and localized.

NOTE: A unit with individual initiative at Medium or High will move on it's own in a limited fashion. This is regardless of the Military Initiative given to the minister. This can be useful for units in a small area that you want to be some responsive without traveling too far from where they are placed.

So, for example, how will be unit's behaviour with low initiative for land units and low initiative in ROE? And with low initiative for land units and high initiative in ROE? Sorry for the questions, but this is not yet clear to me :-?
